What does it mean for a candidate to be rated pro-choice? To meet Planned Parenthood’s definition of pro-choice a candidate must:
- Support legal abortion as defined by the Roe v. Wade decision, and oppose restrictions aimed at limiting access.
- Support coverage of essential reproductive health services: family planning, prenatal care, abortion and related services - both publicly funded health programs and private insurance plans.
- Support minors’ access to confidential services for health care.
- Support comprehensive sexuality education in public schools.
- Support laws to protect health care providers and clients from harassment, violence and intimidation.

Every election cycle, the Planned Parenthood 501(c)(4) local and national organizations send out questionnaires to candidates running for local, state, and federal offices. A committee is established to interview qualified candidates and make endorsement recommendations based on the candidates' viability, previous experience and their proven commitment to protecting and promoting reproductive health. Federal candidates are endorsed by Planned Parenthood Action Fund 501(c)(4).
Once candidates are elected, Planned Parenthood Affiliates of California tracks their votes and provides an annual scorecard on how they voted on legislation that influences Planned Parenthood's mission and ability to provide high quality care to our patients.
